Last week, a Finnish public–private delegation led by the National Emergency Supply Agency (NESA) carried out an official study mission to Ukraine focusing on infrastructure security, resilience, and continuity of operations in logistics and critical transport infrastructure under wartime conditions. The visit was organised with support from Miltton Ukraine, the Ukrainian office of Miltton Group.
The delegation included senior NESA directors Aki Laiho and Jarna Hartikainen, as well as representatives of Traficom, Fintraffic, the Finnish Transport Infrastructure Agency, the Ministry of Economic Affairs and Employment of Finland, and Finnish companies Valio, Ahola, Caverion, and GRK Infra.
The purpose of the visit was to learn from Ukraine’s experience in maintaining essential functions and business continuity during the full-scale war and to study Ukraine’s practical experience in protecting critical infrastructure, countering aerial attacks, and sustaining critical processes that ensure the functioning of all key sectors of life.
The Finnish delegation held meetings with representatives of the Ministry of Finance, the Ministry for Communities, Territories and Infrastructure Development, the State Agency for Restoration, and Ukrainian Railways (Ukrzaliznytsia) — the national railway operator and a lifeline for millions of Ukrainians. Discussions focused on Ukraine’s strategic approach to transport resilience, infrastructure protection, and rapid reconstruction.
