Earlier this summer, Miltton Ukraine facilitated a fact-finding mission that brought Finland’s National Emergency Supply Agency (NESA, in Finnish: Huoltovarmuuskeskus) and its public-private cooperation network to Kyiv. The NESA government/private delegation observed firsthand how Ukrainian institutions and companies have adapted to the Russian aggression’s impact on energy infrastructure, cybersecurity threats, and societal resilience. They focused on practical solutions: how Ukraine maintains power grids under bombardment, keeps telecommunications networks operational despite targeted attacks, and maintains normal life when infrastructure becomes a primary target.
The Finnish team included government representatives from NESA and sectoral authorities, alongside private sector leaders from DNA Oyj, Elisa, Fingrid Oyj, Elenia, and SHVD. They engaged with Ukrainian counterparts who have developed critical expertise through necessity.
Ukrainian government experts from the State Service of Special Communications and Information Protection (SSSCIP), State Emergency Service, and National Cybersecurity Coordination Center shared real-time strategies for cybersecurity, emergency response, and coordination under constant threat. Industry professionals from Ukrtelecom, Київстар, NPC UKRENERGO, and DTEK Energo revealed how they maintain connectivity and power despite systematic infrastructure attacks.
The meetings focused on immediately applicable strategies Ukraine has developed: maintaining critical services under daily targeting, rapid repair protocols under extreme time pressure, and resilience strategies when multiple systems face simultaneous attack.
Discussions covered keeping essential services operational during air raids, maintaining public communication and trust, and ensuring economic continuity when supply chains are disrupted.
